E.DSO and T&D Europe publish joint paper on Controlled Islanding in Distribution Grids

As distribution grids evolve with the growing integration of distributed energy resources, storage and power-electronics-based technologies, controlled islanding can provide an operational option for DSOs under specific conditions, helping to strengthen grid resilience, improve continuity of supply, maintain electricity supply to critical loads and support faster system restoration during and after disruptions.

In this context, the E.DSO and T&D Europe joint paper, Controlled Islanding in Distribution Grids, explores the opportunities, technical requirements and challenges associated with controlled island operation in European distribution networks.
Drawing on pilot projects and field demonstrations, the paper also examines the European and international regulatory landscape, identifying areas where existing frameworks, standardisation and the allocation of responsibilities may need to evolve to enable its deployment.

The paper:
• Explains the principles of controlled and intentional islanding in distribution grids;
• Examines the technical and operational requirements and challenges associated with controlled island operation;
• Draws lessons from pilot projects and field demonstrations in Europe and internationally;
• Review relevant regulatory frameworks and standards and identifies areas requiring further development;
• Outlines priorities for future technical, regulatory and standardisation work.

It also highlights the importance of closer cooperation between DSOs, technology providers and policymakers, clear regulatory frameworks, standards and operational responsibilities to support the development and application of controlled islanding and contribute to a more resilient and flexible European electricity system.
